It probably could but if an accident happened you would assume liability for not using it as designed.

Yes, but it wouldn't be a good fit, and would be unstable, since they are not designed for a smaller drum.

Q: Will this work for wine barrels?

I don’t think so. It works very well for straight 55 gal oil barrels but I’m guessing the wine barrels are too big around in the middle vs the ends....?

Q: This came with no assembly info. How do I screw on the bolts? They seem to have a stopper?

Are you referring to lock nuts? If so, just tighten until snug and tight. Are you referring to wing nuts? If so, same answer. If something else, you probably have the wrong nuts and need to ask seller/manufacturer for replacements. On the other hand, it should be easy to find the appropriate nuts in your local hardware store.
