Q: how much product would I need to go around a 2" pvc pipe weeping couple?

Very little. Must be clean and dry no matter how much you use. If you can cut out fitting then replace all new with PVC glue it would be better .

Q: will this work for a hairline crack in toilet tank? If not, what would you recommend?

I doubt it. I tried to use it as the epoxy seal on the drain when installing a new garbage disposal and it leaked like a sieve.

Q: Can this be used to fill a cut in a car bumper about 1/4 x 3 inches long?

I really have no idea. I am not sure how it would respond to the outside temperature changes throughout a year.
